The US Senate and Arms Control

On February 2, Dr Lowell Schwartz, Senior Professional Staffer attached to the Senate Foreign Relations Committee addressed the seminar on the role of the US Senate in relation to contemporary nuclear arms control. After providing a general overview of the different roles played by the Senate in the policy process, Dr. Schwartz then discussed the role of the Senate with regards to several contemporary nuclear issues, including North Korea, Iran, and US-Russia arms control. In particular, Dr. Schwartz raised a number of practical difficulties in getting the Senate to ratify future arms control treaties, and the impact this will have on the way the Executive Branch will approach future arms control negotiations.
